As it is, they have in place a regressive (in that, their wealthy constituents get capped out each year) tax on labor (not wealth) that funds a pool that the government has been raiding for the better part of the last 40 years. If they eliminated it, there'd no longer be a pool to raid...since there'd only be withdrawals and they'd be unable to replenish it, the whole operation would be rendered a Madoff (erstwhile Ponzi) Scheme.
